California Introduces Bill to Require ANNUAL Emissions Tests
for Vehicles 15-Years Old and Older
Here we go again! Legislation (A.B. 616) has been introduced in the
California Assembly by Assemblyman Dave Jones
<
mailto:%20Assemblymember.jones@assembly.ca.gov> to require annual Smog
check inspections for vehicles 15-years old and older. The bill would
also require that funds generated through the additional inspection fees
be deposited into an account which can be used to scrap older cars. You
may recall that in 2004 a new law was enacted in California to require
the lifetime testing of all 1976 and newer model-year vehicles.
Pre-1976 motor vehicles would remain exempt under A.B. 616. The bill
has been referred to the Assembly Transportation Committee.
We Urge You to Contact Assemblyman Jones and members of the Assembly
Transportation Committee (List Below) Immediately to Oppose A.B. 616
* A.B. 616 ignores the minimal impact vintage cars have on air
quality.
* A.B. 616 could entice vintage car owners into allowing these
vehicles to be scrapped.
* A.B. 616 ignores the fact that vehicles 15-years old and older
still constitute a small portion of the overall vehicle population and
are a poor source from which to look for emissions reduction.
* A.B. 616 ignores the fact that classic vehicles are
overwhelmingly well-maintained and infrequently driven.
* A.B. 616 would increase costs by creating an annual inspection
fee for owners of these vehicles.
* A.B. 616 represents another attempt by California legislators
and regulators to scapegoat older cars.
Please contact members of the California Assembly Transportation
Committee immediately by phone, fax or e-mail to request their
opposition to A.B. 616.

There is no way some cars built longer than 15 years ago are going to pass smog! How stupid!

there are cars that are 15 years old that pass smog. 1992 and older i suppose... but i would really hate this to pass, it would destroy my upcoming projects.

that is insane, there will be a azz load of unregistered cars on the road, its hard enough for poor people to smog them every two years......then you got the old cars that poor people have from the pre 75's on the road that wont pass......then you got all the engine swaped s30's that wont see the road.

Luckily my 75 280 would pass since I didn't touch the cat on it assuming this day would come but annually is weak, I got a f-ing 75 s30 and 90 z32 that would be annually if it passes.

Damn tree huggers, do they understand that the main reason for the ozone hole is the fact that back then a/c freon in the cars made it like that, not basic smog....dumb azz government, they are such tools, guess I should vote.

I am sorry, I am a little unclear as to what they are trying to change.

Are they trying to make cars 15 years and older up to 1975 take yearly smog inspections? Or are they trying to go back on the 1975 cutoff and just make all cars older than 15 years go in for yearly testing?

Just want to get my facts straight before I go off half cocked.

Actually now that I think about it I dont think they will touch the 75 and older cars since they already gave them the no smog law, who knows.

I hate hearing about all the crap california does to its drivers.

I've heard that there is legislation against selling brown cars in california.

This is probably a ploy to keep old "beaters" off the road. Booooooo
