Default HID head light issue?

ok i have HID highs and lows. for some reason my LOWS dont work, well, they only work when they want to. so i have to drive around with my highs and i think people dont enjoy it much. i have checked all the connectors and they seem to be "connected". i know its not a fuse issue cause the regular driving lights will come on about once a month or so. i need to get this fixed, its starting to irritate me to death. if no one knows what the issue might be maybe someone knows of a local shop i can take it to that wont brake the bank? I am in (or near to) Carson / Long Beach .

thanks in advance
