For a legal DUI check point they have to set it up so that you can actually pull out & avoid it so you entering is voluntary wonder if it's the same rules for smog check point.... But i also heard they target older cars on these things anyways

saw one of these like 2 months ago on by LBCC was going the opposite way and they had a junker on it

It is. CARB and BAR are there as a result of health and safety for the populace. If your car is not on YOUR OWN private property then it is in a public domain and is hence subject to search and inspection.
