Simple answer is you only have to smog your car every 2 years so by law you don't have to! F' them especially if I were going to be late for some thing due to some impromptu 30 minute smog check BS.

its not bad just a little late. This has only really gone in effect since since global warming has become a huge issue and they think by starting this now that it will solve everything. They also won't be targeting new cars so much as they would older cars which is not such a bad thing.

Since BAR was involved it's possible they were conducting a smog emissions study - which is common and has been done at random times since at least 1999.
