Don't get too excited. We're not there yet. The bill (HB 3540) was passed by the Texas House of Representatives on 5/5/05, then referred to the Texas Senate on 5/6/05. After review through several Senate commitees, the bill was placed on the Senate calendar for 5/24/05. If the bill is passed by the Senate, then the governor will need to sign it too before it becomes law.

Also, after a bunch of amendments, HB 3540, as passed by the House, says the statute in article 9 is effective November 1, 2005. The Senate can amend the heck out of the bill too, so it may or may not include the license plate article.

Call your state Senator and tell him you want the license plate article in the bill. I'm not sure who my state Senator is, but I'll try and find out.

The Senate committee version of HB 3540 does not include the article allowing no front plate for Texas cars. You can track the bill here,

This bill did not pass the Senate, it was sent back to the House last I heard.

I heard the bill passed. But wait a minute - there's more. The bill that was passed says you can now be issued just one plate from the state. If you get stopped and are asked to produce your registration, it will probably stipulate that you were issued one plate, in which case you will not get a ticket. If you already have an existing registration and were issued two plates, and are stopped, the cops will expect to see both plates on the car. I think the smart thing to do is to re-register your vehicle and ask for one plate, so your registration carries the correct stipulation. Of course, the issuing county gets to scrape (I would guess) another $40 or $50 fee to re-register your car. The law DOES NOT say you can legally run one plate if you were issued two plates!

I have never had to produce my registration when pulled over in texas... I guess they just look at my sticker... its "driver's license and proof of insurance please" when I get pulled over.

HB3540 passed the Texas House, the Texas Senate modified it, then the bill went to committee to negotiate the differences. The bill did not pass and the governor has not signed it. Sorry.

I got pulled over once in my 2000 Isuzu P/U, and the cop asked for my registration. I didn't have it and he gave me a ticket for it. I present it when I went to court and they dismissed it. It was waste of time, imo.

House bill 3540 only passed the Texas House. It didn't pass the Texas Senate or get signed into law.
