Need TX license plates run

So I was driving into work today and I happen to stop at a light behind a silver Dodge Ram. License plate is 2 characters off what I had originally written down. I wrote down 4 and on the plate it was F. I wrote down 2 when it was Z. Couldn't follow him in traffic, so I just made sure the plate I got was right this time.
Got the plate confirmed and all the guys info from public data.
Was going to swing by his place to take pics of damage, but looking at a satellite image of his property it may be too dangerous. Lives on a third of an acre lot with a long driveway. Don't want to be going down his driveway and get shot at or anything.
Karma is a biatch...this fool is going down, and i'm going to press charges once they bring him in.

Anybody know how this would work? The guy lives in Little Elm and the accident happened in Parker. Who would make an arrest and who would investigate the issue?
If the accident happened in Parker Texas then their city police dept would handle the case/investigation. If there is no city PD then the county sheriff’s Office would handle the case. Any law enforcement agency can make an arrest for this case if there is a warrant for arrest.
