FWIW I have a set of new take off Grand Touring wheels from an 06 roadster. Just drove it from the dlr to the tire store for 20" bling. Of course I want top buck for them

That looks like the wheel paint underneath the clearcoat. It looks like it happened when the wheel was lying flat (drips go from outside to inside of wheel).
If you clean the wheel and rub your fingernail or something over that spot, can you feel the height variations from the dips?
I have similar discoloration (not as bad) on my 35th anniversary (same as 06 base) wheels. There are no drips, but there are areas that look darker-silver.
