My new 06 ZR has a blue paint dot on every wheel. Honestly I should have noticed before I took delivery but, It was night and I was too excited. Anyone know why they are there or how best to remove them?
That dot shows either the heavy or light area of the wheel. The tires should have had a dot also to indicate to opposite weight (light or heavy side). Those dots should be lined up. When they are and the assembly is balanced it should take very little weights to achieve balance.

FOR REAL WTF??
I have the same dots even after a year later.. looks like a job for a careful razor blade. GOOD LUCK!

he's right. its common on OEM wheels/tires. never seen it on aftermarket.
No! Fibreguy is correct. The mark is the heavy point of the OEM wheel. It is intended to be matched when mounted, to the dot on the tire, which is the lightest point of the tire. That way, the car manufacturer will save on the cost of extra wheel weights and labor to install them. Car companies look at EVERYTHING to save bux! The wheel dot is marked to the tire AFTER the clearcoat, so that the wheel is measured for balance as a last step in the wheel manufacturing process.
