I think they are for preventing the rotor to move, but I could be wrong
I removed them in order to install my Volk GT-C's and there has been no problem at all...

That is so you can not rotate the OEM tires/wheels. if you look on the back of your Front factory wheels there is a spot that it fits on to. it will not hurt anything to remove it
Well, it COULD hurt if some flunky greasemonkey tries to rotate your tires the way he isn't supposed to! If you take it off, he would be able to do so. With it on, it is FOOL-proof.
BTW, "The Flunky Greasemonkeys" would be a good name for a punk band!
That is why you can't rotate the tires from front to back (different tire sizes). You also can't rotate them right to left since they are directional tires (i.e. they are only suppose to rotate one way and not the other)
You can of course, remove the tire from the wheel, turn it around and put it back on and THEN rotate it right to left.

If you have staggered tires like we do, you will have some really unpredictable handling if the big tires are on the front and the little tires are on the back. My 91 MR2T had a bolt like that, but you couldn't remove w/o screwing up the rotor. Several people have taken it off when they put on custom tires and wheels. They maintained the stagger, front=smaller tires/wheels, and vice versa.
