Yes, a 19x10.5 +22 will sit at the same spot on the outside as a 19x9.5 +9 and the same on the inside as a 19x9.5 +35. I don't know about a 19x9.5 +15 needing a roll. I do know that many members - including myself - have fun 19x9.5 +22 on the rear without issue. I ran a 275/35/19 and it was flush for my taste - no fender rolling was done or necessary.

The difference is, THE SIDEWALL OF THE TIRE WILL BE STRETCHED A LITTLE. Really not to hard to figure out. Just because the outer wheel lip will be in the same place doesn't mean anything cause the width is different, thus the tire takes a different shape when mounted and usually with the stretch it will not rub.
