what makes a good tuner?
a good tuner does all the work for free
a mediocore tuner charges you 100 bucks an hour
a bad tuner charges you less than that
and some one you dont want to goto charges nothing but dont want to work for free

A good tuner is like a good anything.....knows his ins&outs and is honest. Someone who knows, understands, relates and appreciate that the owner loves the car as much as he loves his family, maybe even more.

If they are a good tuner they set a baseline so they can return to it if a problem arises. A backout plan if you will.
I think that I understand your question. You’re referring to “tuner” in a generic sense: a street legal go-fast car.
A good tuner has a plan (see New 350Z owners, read this before doing any modifications to your Z.). He knows where he is going, and how to get there. A good tuner doesn’t necessarily spend the most money, nor is he the smartest guy in town. It's more easy to spot a bad tuner than a good none. I bad tuner will post “I just added a pop charger and a 200 pound body kit, but my car doesn’t feel any faster. What’s my problem?”

A good tuner is someone who knows what parts work well and which parts don't. A good tuner can pump out the extra 10hp using the same parts as someone else. They have done a bunch of testing and know what works etc, etc.
