Just a guess...

When you are at an RPM speed higher than idle and you put your car in neutral, why is the RPM slightly higher than when the car is in neutral, but at 0 speed?
Your engine still powers the power steering and alternator through the belts. At a higher speed, meaning not stopped: You car want's to keep
the engine at an RPM the can sustain normal operation of the other
components. Kinda like if you turn your steering wheel while sitting still...
The RPM spikes as the power steering sensor can tell a need for more
pressure so the engine revs up to turn the power steering pully more.

Since modern cars no longer have a cooling fan driven by the motor, why does this happen?
Uhmmm

I do about 22 mpg which I'm ok with. I usually go with Shell gas and I shift between 2000-2500 because it makes a nice exhaust tone there =)

I agree...

Try this - shift at 2000 rpm, drive 5mph below the speed limit and... might as well sell your car and get a honda civic instead!
