Hahaha yes even if it were true why would anybody want to ***** themselves out to the Feds for $20 a day? OK just assume they really want to borrow your car. Whatever the agenda might be, nothing good could come out of this for the average Z driver. In my opinion It means they are looking for ammunition to place more restrictions, taxes, or legislation on performance cars.
On a side note... Is there anyway to move a mouse around this site without some damn window popping up? LOL

I agree. They also included a 'Questions and Answers' page in the envelope, and one of the questions was 'What if my vehicle fails emissions testing?'
They *claim* that none of the info will be used against the vehicle owner. So that means they are looking to go after the manufacturers.
