Just so I'm certain what you're refering to...

Rubber - Tires?

Or is it the tire dressing that is applied to the sidewalls that usually gets splattered along the side of the car (esp. after going through a puddle)?

If it's just the tire dressing crap, then a simple wash/wax will remove all that since it is basically a grease at that point.

If it's tire particles, try using WD40.

Soak it down good with either mineral spirits, kerosene or WD40. It may have to sit on there a while to loosen/dissolve the gook.
