yes it will, i've personally seen this difference, it wasn't vettes, but it was a car running a 10.5 and a 9.9
think about it, a car going 135+, its gonna travel more than a bus lenght in .6 sec
Ya, the difference is that bad at the end of the track. I think its pretty obvious as well if you were to think about it.
I do think it would be pretty hard to run mid 9's on street tires, and I think the list from the corvette forum pretty much proved that.

but if ur talking drag radials, there are alot of cars that went 9's, some even 8's. just that the corvette fi list is only 3 cars long, and the only car running drag radials is running nitrious, not a supercharger or turbos.

I'll have to ask if my buddy still has the video of his vette on Nitto's but it went 9.3's with a Custom TT kit.

Stock 11.5 or 12.5 inch is a lot different...but yeah they are only 10.5 inch tires...nuts.
