Parking lights AKA DRLs?

actually.. day time running lights are not the parking lights
in Canada, all cars come equipped with DRLs, which for most cars, involves a relay/capacitor wired to the high beams so that only 10-25% of the regular light is emitted during the day. DRLs cannot be turned off... the only way to turn them off, is to turn on your low beams....

But they do stay off until you release your parking brake. I think this was implemented due to the ruthless drive-in industry lobbyists.
