Nope, here's what I think happened.

Paypal automatically gives you a refund when you escalate to a claim. He took that money, thinking he won the paypal claim, and bought a new lip/bumper.

Paypal ended up denying his claim and took the money back putting his paypal account in negative.Now he doesn't want to be proven wrong so he wont take my deal because he knows it will fit and he will be out $160 and stuck with a lip anyways.

 

Not true. I have gone thru several claims and have never received an automatic refund when I escalated from a dispute to a claim. They put a hold on the seller's funds in the amount of the claim, but dont credit to the buyer in change.

Now if he paid via CC, then they might have given him a refund, so paypal just put his account into a negative balance to make up for the loss.

 

I have dealt with many companies and I can't remember any of them that will refund money once you use the product. I even have a car club member who bought a hood had it painted before test fitting and when he put it on it messed up his truck. He bitched about it to the company and they said he should have test fitted it. Moral of this is once you attempt to put this on you shouldn't expect your money back. He had to buy another hood. Take the deal get the new lip if it doesn't fit. Also if your shop that is an authorized dealer can't get it on maybe its because they are trying to scam you so you can buy a new lip from them and have them put it on. I am glad I bought a whole new aftermarket bumper instead of a lip to put on.
