it looks like one is zip tied on... the other side I don't see it, but the other side has some wierd stuff at the bottom, unless its a strange reflection...

Yes, those are Zip Ties. The black metal bracket is screwed to the plastic piece and the plastic halo is zip tied to the bracket. It's being sold for $50. FIRM!!
