You'll need to remove it, carefully disconnect the gauges and strip/sand the surface. Once you get the surface completely smooth, prime and use apply interior flat black. That looks pretty rough, so your other alternative is to purchase a replacement waterfall panel off fleabay.

It looks like the previous owner painted it. Very poorly, at that. Either too thick on the initial coats or s/he didn't let the paint cure properly and there is poor adhesion. Strip it down, sand it, use and adhesion promoter, and following the proper spray instructions. Prep is 90% of getting good results when it comes to paint.

While you're at it, get a decent dash kit like the Metra 99-7402. By the looks of it, your head unit is crudely stuffed in the OEM receiver opening and just sitting there. There's no point in refinishing the waterfall if your received is going to look like some hack job.

Paint, vinyl or hydrodip. Or if you want to spend more they still sell the carbon fiber kits for those.

Start with 200 grit and work up from there. Get a sanding kit with a variety of sandpaper to allow you to work the surface.
