it is a vacuum leak.

1. you squished the oil overflow rubber piece into the plenum
2. brake booster line is not connected
3. crank case venolation is not connected
4. evap on back of throttle body is not connected

let us know which one..

Did you check for leaks? Propane, brake parts cleaner, something?

you have to put 4 bolts in the lower plenum where the bolts dont go into or you will have a bad vacuum leak. try that
