It is basically on the officer's discretion whether it is deemed "too loud" and for you to go through the hassle of proving it under 98 db. Basically a ref ticket if they consider it a violation. There are a few articles floating around on it.

You guys shouldn't ***** about your laws. Come and check things here in Europe. EVERY SINGLE thing you do to your car should have legally approved documents; lights, spoilers, test pipes are a no-go, bumpers, tinted glass, CAI, HighFlow filters, rims, springs, exhausts of any kind. Every single piece should have so called TUV certificate which confirms that the part corresponds to the law. Most of these parts don't have it. And if you dont have all of this modifications written in car's papers than police can simply sieze your car. If you somehow make it through the MOT where they check that everything on your car is in order and working.

and anyone that says the USA should be more like and adopt European lifestyle / culture should be slapped … if you want socializzzmmm and free healthcare, free college, free everything please move to Europe and experience their culture and leave ours alone!
