Answer: Look in the driver side foot well. To the left of dead pedal is a small lid that covers the fuse box. You'll see the cigarette lighter fuse there. Should be 15A

mine doesn't work anymore either.
What do you do after you find 15A?

If you find which fuse it is pull it out and see if it is good, if not replace it. The fuses just pull out and push in

Op is saying it is a 15amp. Does not mean the only 15amps. There are more
of them that are 15 amps. The back of the cover tells which fuse is for what.

I have a 2006 and this helped out tremendously! Half of the 15A fuse broke off into the box which is unfortunate but I was able to bridge one in there anyways.

If you cannot see which type of fuse is what, then most of them are color coded.
Red = 10A
Blue = 15A

Anything else I wouldn't really recommend touching. Also Walmart sells these fuses 5 for $3. I like working on my car later at night so its not hot out, so most places are closed.

On your 2003, if you don't have the layout of the fuse box presented to you, I would try to find a maintenance manual for your car and find the reference to that box. The owners manual really only refers to servicing the car, not repairs.

If all the fuses check out and look ok, then I would look at the fuse on the device. If that checks out, try a different cigarette lighter plug. If both cigarette ports don't work, there there has to be a fuse that you overlooked. If you still feel confident that its not any type of fuse, then get a voltmeter and check if you are getting power from that cigarette plug. The worst possible case is that you burnt out the wire somehow in the car and have to have it replaced, but the chances of that happening are pretty slim.
