Default PCV valve troubleshoot

Ive been trying to see if my pcv valve is the cause of my oil consumption. I pinch it and there is a faint constant whistling noise. I take it off and start the car and the car sputters like its going to stall. I notice there is oil around the pcv valve tip and around the tube. 1. does this mean my pcv valve is working. 2. should there be oil around this pcv tip.

One more thing. the reason i tried this is because my on board engine psi is at 60psi idle and 120psi whenever driving. This to me means the pressure is too high or the meter is not working properly. This pressure may be causing my oil consumption problem and Im trying to find the root of it. any other suggestions?

This pressure seems very high to me. What is the pressure reading at idle when hot and what rpm are you idling at?

No. If you remove the PCV valve, and toss it in the trash, the motor will not consume oil.

Oil pressure is a popular subject. Search "oil pressure sending unit."

I'd say your oil pressure sending unit is bad. Oil pressure at idle when warmed up should be around 15-30 PSI. However, high oil pressure will not cause oil consumption. There's no direct path from the pressurized system into the intake system, combustion chamber, or exhaust system.

A bad PCV valve can cause excessive oil consumption (and other problems). There have been several threads about that.

Alot of threads say that stock PCV is good for 8-9psi however does it mean if you are running say 14psi with a working stock PCV the higher crank case pressure will lead to oil consumption?

The stock oil pressure gauge is not accurate.
