Car won’t start all lights come on voltage is at a little under 12 everything dims out when I turn it into ignition but nothing happens I heard a click once but not anymore tried jumping it but also didn’t work could it be the starter?

I'm guessing it's your battery. Under 12v just sitting there probably means it's under 9v when cranking. Try jumping it, if that works it's time for a new battery.

Pull your battery, take it to AutoZone and have them load test it. Bring your wallet for a replacement, sounds like you have a dead cell.
