How do the Harley guys get away with it?

A friend got pulled over and ticketed this weekend for his Agency Power exhaust. It's really not that loud, it's more a factor of this state stepping up enforcement because the state budget is running at a shortfall.
How do the mid-life crisis Harley guys get by? Every time I'm next to one of those abominations, I have to roll the windows up and turn the stereo loud and you can always hear one before you see it. I've even read that some Harley riders have to wear earplugs.
So how is it that cops harass the modified guys but not the Harley crowd?

I wear ear plugs anytime I take my car out, its loud. I've also had loud bikes.
I know a lot of police officers and have never heard of a single one pulling a person over due to loud exhaust unless A. someone in a neighborhood called them about it. or B. the person was an *** hat while driving. It's just an excuse to pull someone over when they're tards.
When ever you or someone else is driving, if other cars have to change their driving style in order for you to drive near them. you WILL get pulled over, that's what they look for. Brake lights on a highway is a great sign.
I know a lot of police officers and have never heard of a single one pulling a person over due to loud exhaust unless A. someone in a neighborhood called them about it. or B. the person was an *** hat while driving. It's just an excuse to pull someone over when they're tards.

My friend is not a revver. Anyone who has one knows that the AP single is very loud even under regular acceleration and it even drones on idle (it's kind of annoying actually).
I know for a fact that he wasn't driving like an idiot when he got pulled over, he rarely ever goes over 4K on the tach.
So I ask again, how do the Harley get away with it? I'm certain they do get pulled over but probably not at the rate of the modified cars. Also, I know that a lot of Harley riders like to rev so I wonder if they get cited for that.

^ Not really. He is asking a valid question. You don't have to be a ricer to get pulled over for a loud exhaust.
I'm thinking it's because it's an American bike that comes that way from the factory. It would seem a tad overzealous in court, whereas ricers have given imports a bad reputation with the law.

I think it depends more on the cop. Most cops wouldn't waste there time with a loud exhaust ticket. Some may pull you over just to see what you got and if your being stupid on the roads (not saying he was or wasn't i don't judge) then yeah they are going to pull you over. I haven't had a single problem from the local police. As far as motorcycles go the noise annoys me but that's the nature of the beast.

I think it has more to do with ricers vs. riders.
