Front plate issue.
I had a bike cop pull up beside me this afternoon and tell me that he wasn't going to give me a ticket about it, but having my front plate zip tied to my grille is illegal. Hey, I am following the spirit of the law by having it on there in the first place, but I am having issues with this. It is a clean zip tie job, and has been holding on nicely for well over a year now.
Does anyone know if this is true? Must it be fastened with some sort of hardware?

I think the cop was just harassing you. Here is an excerpt of the vehicle code regarding the license plate:
Vehicle Code 5201. License plates shall at all times be securely fastened to the vehicle for which they are issued so as to prevent the plates from swinging, shall be mounted in a position so as to be clearly visible, and shall be maintained in a condition so as to be clearly legible. The rear license plate shall be mounted not less than 12 inches nor more than 60 inches from the ground, and the front license plate shall be mounted not more than 60 inches from the ground...
It does not specify how the license plate should be "securely fastened." I have had my front plate zip tied for over a year and have not had any problems.

That is what the Coronado Police department does, simply harass people, especially those in the military. I believe that it all stems from them getting mad because they lost their income due to the toll bridge being paid off. Once the bridge got paid off, they continued collecting the toll for years until they were forced to stop collecting. Due to this, they have now lowered the speed limit to 25 mph on the main thoroughfare into and out of the base, which the speeds were 30, and after Orange Ave going towards the bridge, 35 mph. Mind you this road is three lanes each way, and is CA75, then changes to CA282 all the way to the base. All other roads around are still at 30mph, and they are in some cases two lane roads, and go through neighborhoods. I guess they figure if you can't get money one way, they will take it another way. The city is targeting the military, and those who know the road I am talking about know it.
