wow. I never thought the states would have more gov't restrictions and fines than Canada. wow. I really wanted to move to the States, but stories like these are making me change my mind.

Northern Virginia is MUCH worse... and police there are much stricter than California on things like speeding (which is about the only thing I ever have to worry about).

Honestly, other states have the same emissions requirements - CA isn't any stricter (NoVA has the exact same emissions requirements; trust me, I compared the certificates for my truck when I SMOG'd it here). The difference is the other stuff that looks obvious and they try to make money on through the certification process. CA doesn't have a safety inspection at all, so you all get away with a lot of things other states are strict on.
