i have '03 touring MT with VDC and also to clear things up for the Original poster your VDC or TCS (whichever you have) is ON when you start your car.. you shouldn't see a light unless you TURN IT OFF.. so if you see a light saying VDC OFF that means that you pushed the VDC button to turn it off (like i do every time i start my car, in rain or not.)

I have a trac model with VDC. When it is working, you will know. TRY to spin your tires hard. If it is working, the VDC turns off the power REAL fast. Kinda sucks if you're attempting to enter the hiway real fast. It is always on when you start up the engine. You must push the VDC button to disengage it. I do this if I am about to attempt to get somewhere fast. (So I don't lose power to the wheels).
