I didnt think it was the bulb you were worried about.
those HID ballasts store ALOT of energy; more than enough to seriously injure you or kill you; and even when unplugged they can hold alot. like a TV, they have capacitors and **** I guess. to my knowledge only 2 things on the car that can hurt you electronicly is the HID ballasts and ignition coil. they amp up the volts or something; the rest at 12volts cant do crap to you.
