Normal.
Very few gas gauges measure from completely full to completely empty. It is just an estimate of relative fuel.
You can do a quick guesstimate of miles by just calculating 20 gal (I know the tank is 21 gal, but you really don't want to go that low) times your mileage. At an average of 20 MPG, you can get 400 miles out of a tank. At 25 MPG, you're looking at 500 miles.

I fill up and the gauge never shows FULL, it's always showing like 7/8ths full. I get the yellow light and the DTE gauge shows 39 miles, I try to fill up and I can only fill up about 12-13 gallons...which probably indicates that the gauges are always about 2 gallons lower than true.
The dealer repaired it the first year I had it ('03) when the gauge just stopped working period. I just attribute it to Nissan quality LOL. My Acuras/Hondas and Toyotas never had this many niggling quality issues.
But alas, having the gauge show less gas than I really have is better than the gas gauge showing that I have more than I really have.

MY gas light normally doesn't come no until about 15-17 gallons and its been that way since I got the car. Just about every car I've had didn't give a light until it was about 2-4 gallons low.
I had a similar problem, so I took the Z into a dealership under warranty, and they found the fuel sensor system to be loose in the tank, so they ordered the parts needed and replaced the entire system. Now it works perfectly, (knock on wood)
I had this problam, I took it back to the dealer because It first would say I have a full tank when I only put 12 gallons in, because of that I am getting horrible MPG, They said they found a sensor that is bad and I have to bring the car back next week for them to install the new part, If you have an extended warrenty its covered, mine is I only have to pay a $50 deductable
From my experience, Nissans have weird gas gauges. Both my step moms Altima (2006), her old Maxima (1999), and my Z (2003), they all have the same gas gauge "issues". It tends to take forever to go from Full to 1/2 tank, but once you get to 1/2 tank it falls to E at least 40% faster than when I was going down to 1/2. Annoying, but I have noticed this in all three of the cars.
