Yep I really hope the Attorney General looks into his business because he was not licenced before that date and I'm sure is commiting some sort of tax fraud. In many states if he is really a dealer he must provide lemon law and other things.
He most likely does not have the dealer license. Follow this link
Don't wait to long. I'd start looking into your legal options now because we all know his excuses are just going to add up. It's not like he has a good track record here.

If he every resolves the dispute (or so he says) he'll come up with another excuse to delay. I would look into this sooner rather than later.
Zorkan... is there any reason why you didn't file a dispute with your credit card company? The credit card company doesn't matter whether you sent money as a gift or for goods and services. Just tell them you made an online purchase through Paypal and you are seeking a refund because the seller is not shipping you the goods and is refusing to issue a refund.
I had a similar experience where what was sent to me was not what i ordered. I first submitted a dispute with Paypal, but that didn't solve anything. I then filed a dispute with my credit card company and submitted emails, messages, pictures, etc. After 10 days, I got a full refund.
Why wait until his "turbo issue" gets resolved?
