2003 track edition in silverstone, 52k miles, not a scratch on the car, guy has owned 3 z's and noted that he has no tire feathering or transmission problems.

NOTHING is selling at KBB or NADA these days. I would be amazed if you couldn't find and '03 for cheaper.
The car might be worth that much, but the question is whether or not you need to pay it to get that car in this economy. There's a lot of people selling cars, and not a lot buying. That equals a win for those of us on the buying side.
Offer him $14,000 and go from there. It's unlikely that he'll take that but it's a good starting point for negotiation. In any case I wouldn't be paying anywhere very close to KBB value these days.
