None, it can't be done.
To hook up neon lights you need to run a wire from the battery to a fuse, then to a switch and then to the positive wire of the LED's or neons. Each light bank or tube will have to connect to that wire. The other end of each wire will get grounded to the chassis with a screw.
If you wire them backward they don't work. They probably come with instructions if you can read Japanese or Chinese.
I would have guessed they still taught basic electricity in schools. As a (past) middle aged guy I was taught basic electrical theory in fifth grade back in 1971 or there abouts.

you want neons, get neons. I like them inside and subtle, I would never put them outside, but its just my opinion. If you want to put them on, it honestly is not that difficult. Jack the car up, slap the tubes on where you want them with some cable zipties, or some screws. youll have 1 ground wire, and 1 power wire. Ground goes to the chassey of the car, power goes to the battery. You can wire a switch in the dashboard pretty easily to turn them on and off. If the lights do not come on it can only mean one of two things, you dont have a good ground site (so try moving the wire somewhere else) or you dont have power. thats the only two things that will keep the lights from coming on.
There are alot of good how-to's on wireing neons on here. Its the same concept, just a little different application.
