Yep, thats an APR universal splitter. The Stillen one is form fitted to the OEM (or Stillen's aftermarket) bumper:

I sort of know it has to do with wind, but I didn't know what it was actually called, it seemed similar to canards. I wanted to get it because it looks pretty good and may improve performance but I'm just going for show not racing or anything.
