Default Widebody and Rust

So, this is kinda directed to more of my fellow widebody z owners...
how do you prevent rust if you cut and drill holes in the fenders which are metal?
the cut fenders is easy i put bondo, sealer, and primer, and spray paint over it
but holes are a different story... i just sprayed primer, but since im using rubber wellnuts, i cant put bondo or sealer for extra protection.
Primer is doing most of the work, but after the first few rainfalls, little orange rust started appearing where the drilled holes were (of course not the whole hole cus of the primer, but enough to be noticeable.
Of course if i were to fix it i would use a sanding drill bit sand off the rust and redo the protection process, but wat other ways have yall done it?
