fuel issue driving me nuts!
it cant be the inline filter... the inline filter is on the feed side of the plumbing after the pump so if dumping the return fixed the pressure problem then there is no way its the filter.... also a filter would only restrict pressure if it was clogged, not hold it up higher.
if you cannot blow air thru it, its definatly not too restrictive, its purely KINKED or has something in it. FInd the kink and take care of it or completely remove the hose and replace it, nothing larger than a -6 return is needed even for twin pumps.

haha yup looks just like a damn rat turd! its not hard tho its a piece of rubber from something..........???.....???.....
but once removed that fixed the fuel problem
now to find where this massive vac leak is coming from haha..breathe russ one thing at a time... lol
