Yes, a 26" tire will still be a 26" tire, whether it's on 18s, 19s or 20s. That is THE only thing that will change the interaction between RPM and gearing.
With boost, you want to go down with gearing, not up. The car makes enough torque with boost that going to a numerically lower gearing actually improves acceleration, by increasing the speed before the next gear. By holding first and second gears longer before the shift to third, acceleration is improved.

Wouldn't the higher gears feel more sluggish as others prior have stated unless you are running boost on a built block?
