I am getting some used 19" volks that are already on tires. Do I need to take them somewhere to get them put on, or can i bolt them on myself? I'm pretty sure i need to take them but i was just checking to make sure. I asked a few places what they would charge me to mount them and they said they wouldn't do it. I didn't know if they were thinking that I meant mount them on the tires or mount them on the car. Thats my next question? Where would be a good place to do this without scratching the rims and how much should it cost?
I would take them to get balanced at the least...most shops will put them on the car for free if you get a balance done.
If they want to charge you, just get the appropriate hub-centric rings (if needed), and put them on yourself. Nothing hard about it...as long as your careful not to scratch the wheels

Are you getting the rims and tires seperate or are they comming together ?

This seems like a no brainer. If you can change a tire, you can put the wheels on your car.
Since you are asking though, I guess you probably can't. Next best thing is take them to any tire place to have them do it for you.

Check if the wheel has been balanced. There are small plastic pieces on the inside of the rim that are glued on so they can make it perfectly balanced. If they are there, its balanced. If its balanced, you can just put it on.

If you're buying those TE's of BigDaddy, just use the hubcentric rings he's providing and put them on yourself. It's not complicated, requires attention not to scratch the wheel, and no special tools are needed.
