Ya I would go ahead and get them before you mount those rims. I bought some for my RPF's and they are super cheap. Definitely something you don't wanna skimp out on.
The idea is that the wheel is not relying on the bolt holes to keep them concentric, which are not exactly perfect. In a nutshell, the hub rings will make sure that the wheel is supported and perfectly concentric before any of the lugs are attached.
