but the IS unit is not a VPro...the IS is a piggy back more comperable to the UTEC or EMU......
i mean when the OP was asking about emmisions and FCON he is talking about FCON Vpro(he probably didn't know about the IS).
SO let me rephrase the question can you pass emissions with the HKF FCON VPro?

You don’t loose any of the OBD2 functions when using F Con IS neither the V Pro, and that is why people complain about the service engine soon light coming on with fuel trim codes with F Con V Pro, since the V Pro takes complete control over fuel land timing.
Now how this can be done. It is somehow simple if someone can understand how the factory ECU operates, but is very tedious and time consuming to say the least. In a nut shell, you will have to tune the car exactly like the factory ECU in close loop and make your short and long trim fuel as close to o correction as possible, this will make the factory ECU happy, the check engine light will never come on, all the OBD2 readiness system test will pass and you will pass the emission test.
The beauty about the F Con V Pro, if set right that it can be utilized to operate in open and close loop just like the factory ECU, meaning the F Con will make short fuel trim correction every time the car start and revert to the base map after shut done, also by utilizing this option you will always have the perfect tune since it is impossible to tune the car once for all conditions and climates.
Now for people like yourself in Arizona, things get a lot simpler, since all you have to do is just pass the OBDE test, I have a customer car in the shop right now from Arizona, getting equipt with our stroker engine, very radical build (1000 rwhp strandard correction jokn)that we are to supplying him with one map for smog so when he gets the car tested, all he has to do is flip the switch via F Con navegator and it is done.
